Question on Creepage Measurements

In RDR-91, the layout shows a ground trace going between pins 2 and 4 of the TNY278PN part.  Since I measure 3.3mm between the pads of pins 2 and 4, I think the distance between pin 4 and the ground trace is less than 1.5mm.  My reading of EN60335 tells me that this distance should be greater than 2.5mm.  Is my understanding here correct?  If not, can you help me understand how the creepage distance is measured between the pins of the TNY278PN and the traces on the board.  Thanks for your help.

I'd have to double check but I beleive the conformal coating and solder mask present on the PCB change the creepage/clearance distance requirements depending on what insulation class they're rated for.  If necessary, additional distance can be created with the use of slot on the PCB.
