TNY254P Sustain To 300VAC

Dear Sir/Madam,

I am very glad that i am using the reference design of power integration.

But in my application i need little change.

So my question and doubts is as follows:-

I am using RD8 Tiny switch reference design where output is 9volt and 3watt power.

but input voltage is 85-265AC,

1. Can i used same design for 300 Volt AC?
2. Is it possible in this design that lower limit 85VAC can exceed to 120VAC and upper limit to 300VAC?
   
3. If i can not use same design can you  please referred some desging where i can use for 300VAC.
4. i had generated a sample design as per my specs in PI expert Software where it says to use TOP274pn the rest circuit is almost same can i used that same circuit??
5. Can you explain me how to increase or decrease current and voltage keeping transformer and power rating constant.

Is it really safe to use Zener instead of TL431?
